Hemmings Find of the Day – 1982 Ford Mustang Special Service Packages

At a glance, these two 1982 Ford Mustang notchbacks for sale on Hemmings.com don’t look too remarkable, aside from the 5.0 badges and a few other visibly non-stock details. However, as the seller illustrates, both are not only California Highway Patrol-issued Special Service Package Mustangs – some of the most revered examples of the four-eyed Mustang – but are also the first two SSPs: the prototype and the development mule. Neither has been restored, and only one is currently running, but it appears all the documentation to prove the cars’ places in history is in order. From the seller’s description:



This pair of 1982 Mustangs includes the Original 1982 Special Service Package (SSP) Prototype Police Mustang assembled in December 1981 and the 1982 Mustang SSP Police Engineering Mule assembled in April 1982. These 2 Mustangs are the only 2 Pre-Production Mustangs built by Ford to develop, engineer and test the proposed Special Service Package Police option for the 1982 Mustang.


The first 1982 SSP Prototype Mustang built and modified in December 1981 and was given to the California Highway Patrol (CHP) for testing and evaluation as a high speed traffic enforcement vehicle. CHP Unit # 851963. At that time in 1982 this Mustang was the only vehicle tested by the CHP that would accelerate to 100 MPH in a given time frame, stop in prescribed distance and have a top speed over 125 MPH. The results this extensive of testing by the California Highway Patrol (CHP) at the CHP Training Academy in Sacramento in January/February 1982 with this original 1982 Mustang SSP prototype was the first fleet order, production and delivery to the CHP of 400 Special Service Package SSP equipped Mustangs. This Mustang is the Mustang that started it all as the first Mustang police car!


The 1982 SSP Prototype Mustang is fully documented with a Marti Report, the original invoice showing “Police Demo” and a sold to of Ford Detroit Field Sales, a Signed and Notarized Affidavit from Mr. Emil Lauffler (Ford Retired Fleet Manager) who is known in the hobby as the “Father of the Mustang Police Car” stating this IS the Original 1982 Mustang Prototype Mustang he personally ordered, modified and supplied to the CHP for testing in January 1982, pictures of Mr. Lauffler with the car, pictures of the car in testing and pictures of the car in-service with the CHP.


This 1982 Prototype SSP Mustang is also very unique in that after testing by the CHP and the subsequent order and purchase of the 400 SSP package Mustangs it was decided that the CHP needed a 1982 Mustang for Emergency Vehicle Operator Course or EVOC duty at the CHP Academy in Sacramento. Rather than take one of the 400 new SSP Mustangs to put into EVOC service it was decided to put the 1982 SSP Prototype Mustang into EVOC service. The car was then sold to the CHP by Ford for the princely of $1.00 at which time the car was fitted with a full roll cage at the expense of Ford Motor Company by Mr. Bill Stroppe of Indy Car and Off Road Racing fame. The car remained in EVOC service until retirement and subsequent sale in late 1985. The car has had 3 private owners since that time with my ownership the last 6 years. The first private owner was a father who purchased the car for his then in college daughter as he wanted her to have a safe car. She owned the car until the late 1990′s as which time the car was sold to a gentleman to make a race car. He changed his mind when he found out the history behind the car and did nothing but drive the car for over 10 years. I purchased the car from this owner.


As amazing as it may sound the car is still just like it was when retired from EVOC service and sold by the CHP. The car still retains the Bill Stroppe installed roll cage, dated 1982 racing harness seat belts, interior, carpet, dash, gauges, engine, transmission, wheels, caps etc. With the exception of the removal of all radio equipment, CHP graphics and black primer paint job by the CHP prior to sale of the car to make the car legal to drive in California the car is about correct and complete as you ask for! The car runs and drives properly and can be driven anywhere. I have personally driven the car over 3,000 miles to shows and events during my ownership. The car was retired by the CHP with approximately 30,000 original miles back in 1985. The car currently has 93,826 original miles.


The 1982 Ford Mustang SSP Engineering Mule is the second Mustang ordered and modified by Mr. Emil Lauffler and his team for testing and development of the Mustang Special Service Package (SSP) option. This Mustang was built in April of 1982. The car initially loaned to Ford Fleet Customer’s for testing and evaluation. It is believed that this 1982 Mustang was provided to the State of Texas in May of 1982 for testing by the Texas Department of Safety (DPS) for a period of 2 weeks. The original officer who drove the car during DPS testing has personally inspected this car and claims he was 99 percent sure this was the car he drove in testing. There are pictures of the car in testing with the DPS officer in 1982 and in again in 2012 at my residence. After testing and customer evaluations with this Mustang the Mustang was sent to Ford Engineering in Dearborn Michigan where the car was used for testing and development of future SSP Mustangs. The car remained at Ford Dearborn Engineering until late 1985 at which time Mr. Lauffler received a call from Ford Engineering asking him what he wanted to do with the car as it was no longer needed for engineering and testing. The car was returned to Mr. Lauffler at Detroit Fleet Sales at which time he personally purchased the car from Ford Motor Company for the princely sum of $1.00! I purchased this Mustang directly from Mr. Lauffler in 2010. Documentation for this car includes a Marti Report, a hand written and signed Affidavit from Mr. Lauffler concerning this car and pictures of Mr. Lauffler with car as well as pictures of the car in testing with the DPS in Texas. This Mustang does not run or drive and has been parked for many years. This car will need to be trailered.


Both of these Mustangs were ordered by and modified by Mr. Lauffler and his Ford Fleet Sales Group in Detroit Michigan to develop and sell the Special Service Package option on the Mustang. Both 1982 Mustangs were personally ordered identical to each other by Mr. Lauffler under his Ford Fleet Tag Number. Both cars were originally Black with Black Interior, equipped with the 302 HO Engine, 4 Speed SROD Transmission, Power Steering, Power Disc Brakes, Factory Air Conditioning, TRX Suspension, Power door Locks, Cruise Control and more. These are the only two 1982 Police Mustangs so equipped.
